As the others have said, it’s an automatic license plate scanner, not a radar. Specifically from Vigilant Solutions.

I used to live by one of the large malls of the area. The local PD by the mall drives through the rows of cars looking for expired registrations and other things they can ticket people for.

I consider that a gross misuse of power, up there with local cops running radar on state highways.
